Rutgers Offers Identity Theft Resolution Service to Students, Faculty, and Staff

Rutgers Offers Identity Theft Resolution Service to Students, Faculty, and Staff

University Responds to Growing Concerns About Information Security

NEW BRUNSWICK, N.J. and PISCATAWAY, N.J., Sept. 1 /PRNewswire/ -- To assist members of the university community who may be victimized by identity theft, Rutgers University is offering a new service to students, faculty, and staff that guides them in resolving some of the issues that may result from this crime.

(Logo: http://www.newscom.com/cgi-bin/prnh/20031122/SFSA001LOGO )

The university recently partnered with Identity Theft 911, an Arizona- based company that provides institutions and individuals with assistance when faced with identity theft or fraud.

The service is among a series of initiatives undertaken by Rutgers that includes plans to phase out the use of Social Security numbers as default student identifiers and to increase protection against data and identity theft. Under a new state law, educators must cease posting Social Security numbers on class rosters, grade lists, student identification cards, and directories as of January 26, 2006. The university aims to replace the current system with permanent ID numbers, according to Karen Kavanagh, executive vice president for administrative affairs.

"As our concern grows regarding potential breaches to personal data security, Rutgers is taking steps both to decrease the risk and to offer services that help victims," Kavanagh said. "Identity Theft 911 fills a need for hands-on assistance in the event of identity theft. Students, faculty, and staff members who are victims of identity theft will have an expert assigned to them to help them through the process of restoring their identity."

The service will assist identity theft victims in negotiating the often complex process required to notify appropriate agencies and organizations in order to restore their identity. Identity Theft 911 also will allow the university to track identity theft statistics and alert the university administration to potential frauds, as well as help employees and students deal with situations with the potential for fraud, such as the loss or theft of important documents.

Rutgers is the first university to sign an agreement with Identity Theft 911. Its clients include banks, credit unions and other financial institutions. The service is free for all faculty, staff and students.

"Every day we see new evidence of the growing threat of identity theft to American academic institutions -- from rampant database breaches to 20-year- old students with credit histories ruined by fraud," said Adam Levin, chairman of Identity Theft 911 and former director of the New Jersey Division of Consumer Affairs. "As the first U.S. university to offer its students, faculty, and staff a comprehensive program of identity theft services, Rutgers provides a shining example to colleges and universities across America. Identity Theft 911 congratulates Rutgers for stepping up on behalf of the university community. We're honored that Rutgers has chosen us to join them in fighting this epidemic."

Identity theft has become a costly and time-consuming problem. In 2004, the Federal Trade Commission received more than 635,000 consumer fraud and identity theft complaints. Consumers reported losses from fraud of more than $547 million.

The university's Office of Compliance, Student Policy and Judicial Affairs also offers information on preventing identity theft online at polcomp.rutgers.edu/identity.shtml.

Beware of Online Scams and Security Risks From Hurricane Katrina

WASHINGTON, Sept. 1 /PRNewswire/ -- The loss of life and destruction of property wrought by Hurricane Katrina has been utterly devastating. Unfortunately, now there is another aftereffect to worry about: online criminals are already taking advantage of generous individuals who are looking to donate online to disaster relief efforts. The FBI is currently investigating hundreds of Web sites posing as online charities to lure in potential donors and obtain their financial information. In addition, there are reports of phony e-mails from fake charities being used to spread worms and viruses.

In an effort to help prevent online exploitation of Hurricane Katrina and help ensure that donations get to the people in need, The National Cyber Security Alliance (NCSA), offers the following tips to help consumers avoid becoming a victim of an online relief scam or security attack.

-- Do not respond to any unsolicited SPAM/incoming e-mails about the
hurricane
-- Be skeptical of individuals claiming to be surviving victims asking for
money to be placed in bank accounts
-- To ensure that contributions to U.S.-based non-profit organizations are
used for intended purposes, go directly to the Web sites of recognized
charities and aid organizations, as opposed to following a link to
another site
-- Verify the legitimacy of non-profit organizations by consulting trusted
Internet-based resources (such as the Network for Good and the Federal
Emergency Management Agency) which may assist in confirming the
existence of the organization as well as its non-profit status
-- Don't open e-mail attachments that claim to contain pictures of
disaster areas, as the files may contain viruses. Only open attachments
from known senders.

In addition to the above tips, the NCSA offers expert commentary to media outlets working on stories related to online exploitation of Hurricane Katrina. To arrange an interview with Ron Teixeira, Executive Director of the NCSA, please call Margaret Mathis at Porter Novelli, 415-975-3322 or contact via e-mail at Margaret.mathis@porternovelli.com.

Public exams for the CAP credential will begin in late September.

In response to requirements laid out under the U.S. Federal Information Security Management Act (FISMA), the federal government is now putting more focus on the need for certification and accreditation (C&A), the formalized process used to assess the risks and security requirements of an information system and to determine whether that system's security needs are being met. C&A ensures that information systems have adequate security to handle the level of risk involved.

"Our U.S. Government Advisory Board reviewed this issue and agreed that the C&A area has now become a mission-critical function for the security of government operations," said Rolf Moulton CISSP-ISSMP, president and CEO (interim) of (ISC)2. "We felt the time was right for (ISC)2 to develop a credential to support it."

To qualify for the CAP credential, a candidate must have two years of direct experience in C&A, pass the CAP exam and subscribe to the (ISC)2 Code of Ethics. Ideally, a candidate should have general technical, general systems and database/systems development/network experience, as well as knowledge of or skills in any of the following areas:

* IT Security
* Information Assurance
* Information Risk Management
* Certification & Accreditation
* Systems Administration
* Information Security Policy
* Auditing
* National Institute of Standards and Technology (NIST) Documentation

Moulton noted that by obtaining the CAP credential, an information assurance worker, whether from State or any other government agency or enterprise worldwide, would be able to clearly demonstrate that s/he possesses a high level of competency within all aspects of C&A. "The CAP credential will provide government agencies, contractors and businesses with a means of assuring that their people performing C&A are fully competent to perform the job," he said. "While C&A originated with the U.S. federal government, we believe demand for this credential will also grow in the private sector as the emphasis on and requirement for C&A grows within the government and beyond."

Tipton agreed, noting, "Preparing for this examination is well worth a security professional's time. Interior views the C&A process as the cornerstone for evaluating, monitoring and maintaining all of our systems. Having employees who have demonstrated they have the knowledge necessary to attain this will only help us continue to improve the 163 DOI systems certified and accredited over the past two years. I extend my wholehearted appreciation to the State Department and (ISC)2 for realizing this credential."

"In an age of continuing reliance upon our information systems, a certification dedicated to the concepts, ideals and principles of C&A promotes an environment that gives the area of C&A the level of attention and importance it deserves," said Jane Norris.

The State Department provided subject matter experts to assist (ISC)2 with the development of the exam. The State Department is particularly interested in the CAP credential, Norris said, because FISMA requires that the agency and the rest of the Federal executive branch perform C&A on its information systems every three years or whenever a change occurs that affects an information system's security posture.

To maintain their credential, CAP certificate-holders will have to earn 60 hours of continuing education credits every three years, pay annual maintenance fees and abide by the (ISC)2 Code of Ethics. This credential is the third in (ISC)2's portfolio of stand-alone certifications, which includes the Certified Information Systems Security Professional (CISSP(R)), the Gold Standard in information security credentials, and the Systems Security Certified Practitioner (SSCP(R)). The CISSP is the first information security credential to be accredited by the American National Standards Institute (ANSI) under ISO/IEC Standard 17024.

"The CAP credential demonstrates how invaluable our Advisory Boards are to ensuring that we serve the needs of an ever-changing information security workforce," Moulton added. "We are grateful to the members and to the State Department for their assistance with and support of our efforts to advance the critical growing C&A area."

Bradford Networks Exceeds 750,000 Registered Users

Bradford Networks Exceeds 750,000 Registered Users

Network Access Control solution reaches another significant milestone

CONCORD, N.H., Sept. 1 /PRNewswire/ -- Bradford Networks, a market leader of Security and Policy Enforcement Solutions for Enterprise Networks, today announced that Bradford Campus Manager's install base has exceeded over 750,000 registered end user devices.

Managing, controlling, and enforcing policies on over 750,000 users worldwide is yet another example of the positive market acceptance of our flagship product, Bradford Campus Manager. The powerful features that Bradford Campus Manager delivers make it one of the most dynamic solutions of its kind in the industry.

Controlling network access at the point of connection has become an important security component in all enterprise networks. By deploying a solution that is architected on Media Access Control (MAC) based registration, network administrators have greater control on enforcing policies. Bradford offers the same Network Access Control feature set for both wired and wireless connections, which is very important in today's networks due to the rise in portable computing.

Network administrators rely on the control features within Bradford Campus Manager to be able to enforce network policies. Violators or 'at risk' users are sent to a quarantine area to isolate those devices from the production network and to provide a safe environment for remediation. Detailed user and device 'identity information' is kept in a relational database and multiple attributes can be used to quickly identify, locate, monitor, and control end user activity.

"The Bradford team is very pleased with the market acceptance and growth of our solution," said Mike Gadoury, Founder and CEO of Bradford Networks. "It is exciting to see Bradford Campus Manager meet the needs of so many customers and receive such positive recognition."

A few of the benefits that Bradford Campus Manager registration delivers:

* The ability to control access of all users
* Keep unwanted users off the network
* Limit access of guests and visitors
* Role-based VLAN assignment
* Ability to control (turn on or off) users as required
* Enforce network acceptable use policies
* Understand bandwidth usage per registered user

According to Gartner, "A NAC process: evaluates the security state of a system or user as it connects to the network; monitors the security state of systems that are already connected; and implements network access and system remediation policies based on the state of the system, the threat environment and user identity."(i)

Bradford Campus Manager is an advanced appliance based solution that consists of 2 servers, an application server and policy control server. A host of software applications are preloaded onto each of the servers. User licenses are available in increments of 1000, which allows the product to scale from small environments to very large enterprise networks.

Grange to Launch Identity Theft Resolution Service

Grange to Launch Identity Theft Resolution Service

Personal advocate to assist victim policyholders in restoring their lives, reputations

COLUMBUS, Ohio, Sept. 1 /PRNewswire/ -- The statistics don't lie. Identity theft has become an epidemic, damaging hundreds of thousands of Americans and causing an estimated $52.6 billion economic loss in 2004. Victims are forced to spend dozens of frustrating hours trying to repair the damage and clear their names, usually not having the first idea how to do so.

(Logo: http://www.newscom.com/cgi-bin/prnh/20031122/SFSA001LOGO )

Recognizing that its customers are not immune to this crime, Grange Insurance is introducing a victim resolution and education program to aid its policyholders. The program Grange Identity Theft Services is being offered in partnership with Identity Theft 911, a leading national fraud solutions provider for insurers, financial institutions and Fortune 500 companies.

"The impact of identity theft can be extremely serious, and resolving an identity theft correctly is a complex process requiring expertise and a real commitment to helping the victim," said Alan Brannan, President, Property and Casualty for Grange Insurance. The Grange-Identity Theft 911 resolution program, which for a nominal annual fee provides a benefit ranging from $2,500 to $10,000 per occurrence, provides a highly personalized approach in working with victim policyholders. In each case, the program assigns a personal advocate to guide the victim through every necessary step to resolve the crisis and restore the policyholder's identity. Those steps include:

* Systematic notification of agencies, businesses, and institutions that
identity theft has taken place;
* Comprehensive case file creation for the victim;
* Preparation of all needed documents to resolve the crisis;
* Credit report reviews from all three credit bureaus;
* Threat alerts and consumer education;
* Full year of credit monitoring and fraud monitoring;
* Full year of follow-up alerts, phone calls, and status checks to avoid
recurrence.

In addition, the Grange program gives its policyholders ongoing access to the nation's leading consumer education program on identity theft risks and defenses. The program provides Grange policyholders with ongoing threat alerts, a monthly newsletter and a dedicated Web site with helpful articles, interviews, and white papers covering all aspects of this crime.

"By offering this safety net against identity theft, Grange shows its vision and its true dedication to serving its policyholders' needs," said Identity Theft 911 President Steve Christenson. Postini Reports 90 Percent Decrease in Phishing Attacks in August

Postini Reports 90 Percent Decrease in Phishing Attacks in August

Viruses Also Down 30 Percent Over July Figures

REDWOOD CITY, Calif., Sept. 1 /PRNewswire/ -- Postini, the industry's leading provider of email security and management services, today announced that phishing attempts and viruses in August were significantly lower than they were in July. Postini processed over 14 billion emails in August and found that the number of phishing instances totaled 1,843,272, a 90 percent decrease compared to July.

Phishing is a scam in which the perpetrator sends out legitimate-looking emails appearing to come from legitimate e-commerce sites in an effort to obtain personal and financial information from the recipient. With consumers' personal information, tech-criminals then commit credit-card fraud, identity theft and even perform unauthorized bank account transfers.

"Phishing is still a new enough phenomenon that we are not surprised to see this kind of month to month fluctuation," said Andrew Lochart, senior director of marketing for Postini. "This drop off in August should not give people a false sense of security and cause them to let their defenses down."

Along with decreased phishing, the number of virus infected messages for the month of August decreased for the second month in a row, a drop of 27 percent compared to July. Postini prevented a total of 49 million virus instances from entering corporate networks. The company also protected its customers from more than 21 million directory harvest attacks (DHAs), a six percent decrease compared to July's 23 million DHAs. Legitimate email as a percentage of total SMTP connections increased from 12 percent in July to 13.4 percent in August. Spam rates remained somewhat stable, representing 86.6 percent of the total number of email messages sent. Only 13.4 percent of all messages were legitimate email.

The top ten viruses for August were:

Overall, the metrics place ITEX in a leading position in the cashless marketplace sector, and represent the first results following the acquisition and integration of the Business Exchange, Inc. (BXI) marketplace. BXI was the second largest U.S. cashless marketplace behind ITEX before it was acquired by ITEX in July 2005.

"By incorporating BXI's member data and currency on August 1, we extended ITEX's lead as the largest cashless marketplace in North America. Our numbers demonstrate the success of this integration," said Steven White, Chairman and CEO of ITEX. "Former BXI brokers and members are rapidly adapting to the new brand and are quickly making significant contributions to our marketplace performance."

Marketplace Statistics for August 2005
-- Cash deposits of $1,211,000 compared to $801,580 in August 2004
-- Transaction volume of $16,121,000 compared to $10,543,000 in August

While ITEX does not provide earnings or revenue guidance, Mr. White believes the August results do reflect how well the integration of BXI has progressed.

"The ITEX marketplace has a solid foundation to assist us in reaching new heights," he said. "Every individual in our organization contributed to these results and many reached higher levels of performance. We continue to generate positive cash flow and profits, even after recognizing integration costs."
